(1) A consumer who does not pay the service fee within the stipulated time shall also pay a late fee in addition to the service fee to be paid to the consumer organization or authorized person or organization, and the rate of such late fee shall be as determined by the Service Fee Determination Committee established under Rule 26.
(2) Fees to be paid according to sub-rule (1) may be paid in lump sum or in installments. The method and deadline for payment of service fee and late fee shall be as prescribed by the Service Fee Determination Committee.
